If you want to provide your users some tools for formatting the content of their comments, why not give them a proper WYSIWYG editor? The one that is already built in to WordPress, namely TinyMCE, should be appropriate.

It works fine, although the keys on hover are the color of my send comment box.
The comment form should not accept the formatting of pasted text. It should treat it as plain text. Do not transfer any styles. This is a disadvantage when copy-pasting transfers styling – it should not be there after pasting.
Please update the plugin, it seems very good.

TinyMCE Visual Editor Comment broke on line 8.
Installation was good, but when I tried activating your plugin it broke on line 8 and shut my site down.
I had to go to my server and manually delete your folder.
My website was not accessible until I deleted your folder.
So, ONE STAR.
If you fix it please let me know.
I really wanted your plugin to work too.
ADDED NOTE:
I forgot I tried your plugin while retrying comment plugins.
Here is the message I received, minus the exact address:
Fatal error: Call to undefined function wp_is_mobile() in /home/Blog/wp-content/plugins/tinymce-visual-editor-comment/function.php on line 8
