Developer Tool helps you to debug your working environment. It shows you notices / warnings / errors which may cause during development or beacuse of conflicts. Developer Tools also provides an option for Cache Cleaner that’s help you to load your site / blog instantly.
Installation

Upload the plugin files to the
/wp-content/plugins/directory, or install the plugin through the WordPress plugins screen directly. -
Activate the plugin through the ’Plugins’ screen in WordPress

Find this Developer Tool settings page under the Settings in WP admin menu

No you don’t need to. This plugin provides you the form under Settings > Devloper Tool, which enables your debug mode. And in the error log section you can see the errors that you are facing.
